Senior Technical Advisor

Chris Fetters

CEO, Louisiana 23 Development Company

Mr. Fetters established LA23 after over 20 years in the engineering and consulting industries, where he managed project portfolios in infrastructure, energy, environmental, regulatory, and litigation support.

Chris began his career with the US Army Corps of Engineers at the Engineering Research and Development Center. During that time, he focused on developing innovative technologies for various remediation purposes. The mission of the ERDC station was to support active and reserve military stations for the Department of Defense. After leaving ERDC, Mr. Fetters primarily worked in the environmental, regulatory, and engineering consulting fields. During that time, he transitioned from project manager at Michael Pisani & Associates to a principal and vice president at GHD. While at the global firm, Mr. Fetters was placed as the Principal-in-Charge of the North American initiative for Ports and Harbors. This work included the introduction to Public-Private Partnerships and the utilization of private funding for large-scale infrastructure projects.  Before LA23, Mr. Fetters served as the Director for Ports for GIS Engineering, where his focus was on the coastal energy ports in Louisiana. Specifically, his focus was on identifying alternative financial mechanisms to overcome funding shortfalls for strategic operation and maintenance.

Mr. Fetters earned a Bachelor of Science in Chemistry from Pittsburg State University and a Master of Science in Chemical Engineering from Mississippi State University.
